Deputy Director, Covington Motor Vehicle Parking Authority

Position Summary:

The Covington Motor Vehicle Parking Authority (CMVPA) is seeking an experienced and innovative professional to assist the Executive Director with the management of public infrastructure systems related to parking within the City of Covington. Public infrastructure includes parking assets, streets, sidewalks, bike facilities, water, sewer, stormwater, power, and fiber infrastructure. The incumbent will assist the Executive Director to develop and maintain working relationships with all city departments, government partners, and utility providers.

This is a full-time position.

Essential Duties and Responsibilities:

  • Assist with the oversight of day-to-day operations, including administrative duties such as bookkeeping, communications, and operational reports.
  • Maintain a close working relationship with Kenton County Planning and Development Services to document utility infrastructure within Covington.
  • Maintain working relationships with the Covington Department of Public Works and the Kentucky Transportation Cabinet, District 6.
  • Assist in analyzing requests for public assistance from developers and businesses to improve public infrastructure for economic development projects.
  • Provide technical support to the CMVPA Board.
  • Manages Request for Proposals/Qualifications (RFP/Q) contracts and process alongside the Executive Director.
  • Assist with general project management as needed.
  • Assist in the management of Covington’s parking system.
  • Assist in CMVPA financial management, reporting and evaluation; including all operations.
  • Assist in the preparation of the annual budget of operating revenues, expenditures, and capital revenues requirements to meet CMVPA’s goals and objectives.
  • Represents CMVPA to the general public and other governmental or community agencies to coordinate, advise, discuss and improve parking programs and services.
  • Other duties as assigned.

Knowledge, Skills and Abilities:

  • Knowledge of utility, local infrastructure, facilities management, and land development.
  • Proficient in Microsoft Office including Excel, Work, and PowerPoint.
  • Proficient in QuickBooks or similar bookkeeping software.
  • Ability to maintain confidential, financial and development-related information.
  • Skill in establishing and maintaining effective working relationships with contractors, residents, developers, utilities, government agencies, businesses, and community organizations.
  • Ability to analyze requests for financial and technical assistance and work with other team members to prepare thoughtful, creative and persuasive arguments about requested assistance.
  • Ability to analyze and interpret best practices and apply them to CMVPA.
  • Ability to create and deliver clear and coherent presentations to a variety of audiences.
  • Ability to manage contracts and consultations with a variety of subject matter expertise.


Education and Experience:

  • Bachelor's degree in urban planning, community development, public administration or similar or equivalent professional experience.
  • 3+ years of financial management experience is a plus.
  • Certifications such as CAPP or CPP is preferred or should be attained within three years.
